Railway Legal and Institutional Framework Expert

About the role

The Global Gateway Transport Support Mechanism (GGTSM) seeks a senior legal professional to strengthen Peru’s railway technical, regulatory and institutional framework. The expert will contribute to the development of harmonised technical standards, design manuals and strategic governance recommendations that support safe, efficient and interoperable railway investments.

Key responsibilities

• Review existing railway legislation and regulatory frameworks and propose harmonised standards for infrastructure, signalling and safety systems.
• Draft technical design manuals aligned with international best practices.
• Provide strategic recommendations for the upcoming Railway Transport Law and related institutional coordination mechanisms.
• Collaborate with Peruvian ministries, regulatory agencies and public institutions to ensure alignment with national development objectives.
• Prepare analytical reports, legal drafts and briefing notes in both English and Spanish.

Required profile

• University degree in law, public administration, transport policy or a related field.
• Minimum 15 years of professional experience in commercial law and public‑sector legal advisory services.
• At least 3 years of experience analysing or drafting infrastructure legislation, regulatory frameworks or public‑private participation agreements.
• Demonstrated experience working with ministries, regulatory agencies or public institutions.
• Fluency in written and spoken English and Spanish.

Required skills

• Strong legal drafting and analytical abilities.
• Knowledge of legal frameworks governing infrastructure regulation and public‑sector governance.
• Understanding of railway governance, infrastructure concessions and PPP models (considered an asset).
