Proposals Engineer - Power Systems

About the role

SEL is hiring a Proposals Engineer focused on power systems. The role covers reviewing customer RFQ documents, evaluating bid/no-bid decisions, developing work statements, preliminary designs, responsibility matrices, risk assessments, cash flow and preliminary schedules, and finalizing contract terms. It also includes work on protection, automation, design, studies, commissioning, security, networking and project management.

Key responsibilities

• Apply fundamental concepts, practices and procedures of power systems and assist teams supporting customers with the design, installation, commissioning and operation of automation and/or protection systems, on-site and from SEL offices.
• Complete assigned work within agreed scope, schedule and budget, following established procedures and prioritizing quality and safety.
• Follow SEL values, principles of operations and world-class manufacturing principles.
• Review customer RFQ documents, evaluate bid/no-bid decisions, prepare preliminary designs and work with contracts to finalize terms and conditions.
• Travel domestically and internationally at least 25%, up to 80% for commissioning.

Required profile

• B.S. in Electrical Engineering or a relevant discipline.
• Strong writing, documentation and speaking skills.
• Willingness to travel at least 25% domestically and internationally.
• Team player with strong communication skills and ability to learn new skills.
• Satisfactory background check and negative drug test results.
• Preferred: EIT certificate, college coursework in electric power and/or controls, and experience in electric utilities, industrial plants, communications, computer programming or construction.

Required skills

• Protection: protective relays, settings and testing.
• Automation: IEC-61850, DNP, Modbus, SCADA, PLCs and protocol analyzers.
• Design: technical specifications, bills of materials and job estimates.
• Studies: PSSE, ETAP and/or RTDS.
• Commissioning: field commissioning and site acceptance testing.
• Security: NERC/CIP and NIST SP800, CISSP/GSEC preferred, security clearance available.
• Networking: industrial control system networking and NERC/CIP.
• Project management: full life-cycle management of large multi-discipline projects.
