National Expert Consultant – Operationalization of Carbon Markets (Article 6)

About the role

The Global Green Growth Institute (GGGI) seeks a seasoned National Expert Consultant to support Peru’s readiness for participation in international carbon markets under Article 6 of the Paris Agreement. The consultant will work closely with the Ministry of Environment (MINAM) and other national institutions to develop and operationalise regulatory and technical tools.

Key responsibilities

• Assist in the design and implementation of regulatory instruments and technical guidelines for Article 6 participation.
• Facilitate capacity‑building workshops for government and private stakeholders.
• Develop tools and methodologies to identify and prioritise mitigation activities in key sectors such as energy, transport and industry.
• Prepare Mitigation Activity Identification Notes (MAINs) aligned with Peru’s NDC and national priorities.
• Provide technical advice to MINAM and related agencies on governance functions related to Article 6.

Required profile

• Proven experience in carbon markets and Article 6 implementation.
• Strong understanding of international climate finance mechanisms and regulatory frameworks.
• Experience working with government entities and multi‑stakeholder environments.
• Excellent analytical and report‑writing abilities.
