Program Manager – Human Trafficking Research Initiative

About the role

The Associate Program Manager will lead day‑to‑day operations of IPA’s eight‑year, U.S. Department of State‑funded Human Trafficking Research Initiative (HTRI). Working with a small core team, the role oversees a portfolio of 15‑20 research sub‑awards, ensures timely delivery, and translates findings into evidence reports and policy briefs.

Key responsibilities

• Manage the full lifecycle of 15‑20 active research sub‑awards, including competitive selection, grant agreements, amendments, and ongoing monitoring of deliverables and finances.
• Draft and coordinate quarterly donor reports to JTIP, integrating inputs from grantees, country offices and internal staff.
• Oversee budget reviews, financial tracking and flag risks in partnership with IPA’s Grants Finance team.
• Serve as primary point of coordination for HTRI operations, maintaining internal tracking systems (Airtable, Asana, Salesforce) and aligning procedures with IPA policies.
• Conduct site visits, provide rapid information responses, and ensure compliance with donor and legal requirements.
• Stay current on human‑trafficking research, produce evidence reports, research summaries and policy briefs, and present findings at conferences and policy convenings.

Required profile

• Proven experience managing research grants or sub‑awards in an international or policy‑focused environment.
• Strong background in donor reporting, financial oversight and coordination across multiple teams and country offices.
• Ability to synthesize complex research findings into clear evidence products and policy recommendations.
